The Chadwick Bay Intermunicipal Water Works (CBI) was created as a billing, collection, and maintenance group to service the Northern Chautauqua Water District. The CBI is to be managed by the five elected leaders of the communities that are a part of the Northern Chautauqua County Water District. Members Supervisor Purol, Town of Dunkirk, Mayor Frost, Village of Brocton, Supervisor Schrantz, Town of Portland, Supervisor Walker, Town of Sheridan and Supervisor Steger (now Supervisor Pacos from the Town of Pomfret. Recently CBI was joined by the Chautauqua County Commercial District served by Brian Purol. Through a joint meeting of the CBI it was agreed that the main office be located and managed from the Village of Brocton as a single billing and collection location to serve the entire district.
